Leaders of the ethnic Albanian guerrilla movement, the Kosovo Liberation Army, are due to meet today to decide today whether or not to sign the proposed international peace plan for Kosovo.

The plan requires the KLA to disarm, and it does not meet their demand for a referendum on independence. But Western mediators have urged the ethnic Albanians to agree to the proposals. They say this will increase the pressure on the Serbs to agree to a long-term settlement in the province.
