"Some listeners were concerned that First Step were not taking on new clients - so we asked first step and this is what they said"
Statement by John Cranfield, CEO, First Step Microfinance
"First Step operates two distinct loan funds. The first fund, the First Step Enterprise Fund finances the majority of First Step Microfinance clients. This fund is marketed through our web site, banks, City and County Enterprise Boards and other marketing initiatives. This fund continues to lend.
The second fund, the First Step Back to Work Fund is jointly funded by First Step and the Department of Social and Family Affairs. This fund is restricted to clients who are in receipt of State assistance, mainly unemployment benefit and single parent allowance. Referrers of business are generally social welfare offices and partnership companies. Demand for this loan fund has grown significantly since we launched it in 1995. In the light of overwhelming demand for this fund, in February 2006 First Step and the Department of Social and Family Affairs agreed to review and re-evaluate this loan programme, firstly to assess past performance and secondly to identify future requirements. During this review process it was agreed that all lending from this fund would be put on hold.
This review was subsequently delayed by decentralisation issues impacting on administrative resources within the Department. We are in close contact with the Department and only recently have been advised by officials from the Department it will still be some weeks before the Department's review exercise is completed.
It is in this context that someone may have been advised incorrectly that the First Step Back to Work loan book is closed. We share some of the frustration caused by this delay with the welfare offices and partnership companies but believe that this review is a critical process which will enhance the funding framework in the future."
