Two weeks tomorrow, the nation will go to the polls to vote on whether to keep our second House of parliament or consign it to our political history. On October 4th we are voting on two referendums - one is on the abolition of the Seanad and it has been receiving a substantial amount of coverage in the media over the past few months, the second which has been receiving much less attention possibly because it has been very difficult to find those who are opposed to it is the Referendums to allow the establishment of a new court of appeal. It is the duty of parliament to draft, examine and pass laws that affect citizens…but dozens of pieces of important legislation are actually signed by our Ministers without ever being debated or discussed by members of the Oireachtas. The laws in question here originate in Europe and for 40 years our governments have been pushing through Irish versions of European legislation without much discussion, if any at all. The Seanad goes into its summer recess today and with a date for the referendum on its abolition now fixed for October 4th, there is a sense of an Upper House for which days may be numbered. To keep or to get rid, it will be up to government to convince the electorate that democracy can function well enough without our second House.
