    The Government has promised that this time it is serious. Property tax is coming, it will be levied and home owners will be legally obliged to pay. The Finance (Local Property Tax) Bill being brought before the Dail shortly gives new powers to the Revenue Commissioners to collect it.     Yesterday in the Finance Bill the government announced some changes to the property tax. Revenue will now be given the power to defer payments from people who have suffered a “signficant and unexpected financial loss or expense”. However, we’re told that there will be no let up for those in negative equity. And snitching could well be back in vogue because new home buyers who find that the previous home owner undervalued the house for the property tax will be obliged to inform revenue.     In the past hour the revenue commissioners have been holding a press conference about the new property tax. The reality of the new charge for house owners will hit home next week when assessment letters from revenue begin arriving in the post. Chairman of the Revenue Commissioners Josephine Feehily hotfooted it from this morning’s press conference and was with Pat in studio.
