    It’s expected there will be a surge in the amount of people taking out insurance for the first time ever after the government brought in new rules to penalise people who delay taking out cover. The Irish Independent’s Personal Finance Editor, Charlie Weston told Sean that health insurers are now under pressure to cut premiums.

    Typically younger people are less likely to have health insurance and this can have implications on the market as they get older and feel that they should take out cover. Minister James Reilly has said that he would introduce a system known as lifetime community rating which will aim at bringing younger people into the market.     A draft White Paper on Universal Health Insurance, revealed in today’s Irish Times, proposes dramatic changes to health cover in this country and would transform the health system. In essence everyone would become a private patient and health insurance would be mandatory. Community rating where everyone pays the same regardless of age would be abolished.
