A draft White Paper on Universal Health Insurance, revealed in today’s Irish Times, proposes dramatic changes to health cover in this country and would transform the health system. In essence everyone would become a private patient and health insurance would be mandatory. Community rating where everyone pays the same regardless of age would be abolished. It emerged last week that nearly half of the population is in receipt of medical cards. As unemployment shows no sign of falling and times are not getting any easier for many, if not most families, this may not come as a shock to many. By the end of 2013 full medical and GP-only cards are expected to cost the taxpayer €2.5bn in medical fees and drugs costs. But can we afford to pay for 50% of the population to be on medical cards?
