Taoiseach Enda Kenny has said the Government is now focusing on boosting the domestic economy and aims to get construction workers back into employment.
Speaking on RTÉ's This Week, Mr Kenny said that there were many people who had put up with the challenges of the last three budgets who have yet to feel or see the signs of confidence.
He said there were currently 90,000 workers from the construction sector on the Live Register and the Government would hold a special meeting before the end of the month which would focus on housing, construction and development.
It was the Government's aim to deliver 50,000 net new jobs this year and next, he said.
Banks were not functioning as banks should, he said, and the Government had set them targets for lending.
