The plans would mean Universal Health Care could be in place by 2016

Minister for Health James Reilly has outlined his plan for reform of the health service.

The aim is to have Universal Health Care in place by 2016, including free GP care for everyone by 2015.

The timeline also includes extending breastcheck for women aged 65-69 by 2014, and establishing independent hospital trusts by 2015, which would essentially take away HSE power over hospitals.

The plan contains 48 actions, which the minister says will create a single-tier health system, where the need of the patient is put at the centre of the health system.
