Labour TD Jan O'Sullivan has been appointed as the "super junior" minister at Cabinet.
Following today’s meeting, ministers decided to promote Ms O'Sullivan to replace Willie Penrose, who resigned earlier this year.
Ms O’Sullivan has been given the Housing and Planning portfolio.
Dublin Central TD Joe Costello, who was director of elections in Michael D Higgins' successful Presidential campaign, has been appointed to succeed her as Minister of State with responsibility for Trade and Development.
Speaking this afternoon, Ms O'Sullivan said the plight of the homeless would be her immediate priority.
Mr Costello said Ireland had a good reputation in terms of third world aid and his priority would be to maintain that.
The Taoiseach congratulated both Ministers, saying he looked forward to working with them.
Enda kenny said: "I know they will both bring a wealth of experience to their Ministerial portfolios, as well as great energy for the tasks which lie ahead."
