Minister for Jobs, Enterprise and Innovation Richard Bruton has said proposed changes to sectoral wages being prepared by him will apply to new recruits and to current employees by negotiation with employers.
Mr Bruton said existing employees have the protection of their contracts but by pulling away some elements of statutory control there are opportunities for new recruits.
He said they will change the law that sets conditions so new opportunities can be created.
The minister said there are immense opportunities that could come from radical reform in this area.
He said the Government is determined to move quickly and he is determined to make rapid changes.
