Two men are to be brought before Laganside Magistrates Court in Co Antrim tomorrow charged with possession of explosives with intent to endanger life.
The men, aged 37 and 43, were arrested in Belfast on Friday by police investigating dissident republican activity in Northern Ireland.
Two other men and a woman, who were also questioned, have been released without charge.
