Speaking at a Console conference in Dublin to mark World Suicide Prevention day, Professor Fiona McNicholas described the rate of suicide in young people as alarming.
Health Minister Mary Harney told the conference that 1,800 people, including gardaí and teachers, have been trained in applied suicide prevention skills.
She also said there was a link between employment and increased levels of depression.
Ahead of the conference the Royal Hospital Kilmainham, there were calls for more money to be made available to suicide prevention groups.
Kieran Austin of Console said such organisations are struggling to cope with demand as budgets are reduced.
