All civilian goods are to be allowed into the territory unless they feature on a new prohibited list, to be drawn up by Israel.

The move follows the killing of nine Turkish activists by Israeli commandos who boarded an aid flotilla last month.

The Middle East Envoy, Tony Blair, said the real test now would be not what was said but what was done.

However, John Ging, Head of the United Nations Relief and Works Agency in Gaza, said only a complete removal of the blockade would help the Palestinian people.
