Mr Martin told the Oireachtas Foreign Affairs Committee that investigations by the authorities here and in the UK and Australia had pointed to the involvement of a sophisticated intelligence group or organised criminals in the theft of passports.
He said the conclusion was that it had been the work of Mossad working on behalf of the Israeli government.
He said there was now an obligation on Israel to reflect on its behaviour, which he said had put a strain on its relations with other countries.
