The HSE has announced the terms of reference for its review of operations at Tallaght Hospital.
It emerged two weeks ago that nearly 58,000 X-rays were not reported and thousands of GP referral letters were not processed.
The review is to be chaired by former Northern Ireland Ombudsman Dr Maurice Hayes.
Under its terms of reference, it will investigate the clinical, managerial and system failures that led to the backlog of X-rays.
Dr Hayes said that he had been assured of independence and total access to documents, as well as full co-operation.
He said the aim was to restore public confidence in the hospital. He is due to visit the hospital later today.
