The party is to launch its policy on international education today.
It says it would establish a new office within the Department of Education with responsibility for attracting overseas students.
It would also develop a fast-track visa system for international students in key markets.
The party says it would fund scholarships and exchange programmes between educational institutions in Ireland and those in key markets.
Fine Gael says it would also develop the range of English language courses available here and set up a specialised centre of excellence for English language teacher training.
There are currently 40,000 non-EU students studying in Ireland.
Fine Gael says that with political leadership Ireland's international education market share could be doubled within five years. This would bring the value of the sector to €1.8bn and create 6,000 jobs, it sayd.
The party's new policy document is due to be launched this afternoon.
