900 payments have been made so far under the Humanitarian Assistance Scheme for property not insured and the average payment has been €375.

There were 400 payments under the Urgent Needs Scheme for food and clothing, averaging €300.

The average payout from the HSE is around €250.

Meanwhile, voluntary organisation the St Vincent de Paul has paid out around €500 to each affected household in Ballinasloe.

Minister for Social and Family Affairs Mary Hanafin says that the applications are only coming in now for aid as people return to their homes and that the Government will increase the €10m, if necessary.

Michael Ring, Fine Gael spokesperson on Community, Rural & Gaeltacht Affairs, says that €70m was promised for flooding.

He said it is actually for relief work next year and families are just receiving an average of €300.

John Walsh, Mayor of Ballinasloe, says people have received emergency money from the HSE but not humanitarian funding. He says community response is what has got people through.

The Vincent de Paul has distributed donated furniture, bedding and other household items to people and the mayor says the community spirit in the town is what has saved those affected.

He says some of the displaced are staying with relatives and others in rented accommodation.

Some of those renting have received rent supplement from the Community Welfare Officer.

There are people in two-storey houses who may get back into their houses before Christmas but bungalow owners will be waiting until well into the New Year.

The HSE says that it is organising the distribution of the humanitarian funds from this week and will be informing people in affected areas through public meetings and other means on how to apply.
