Last week talks broke down between the EU and Norway on a deal that would allow European and Norwegian vessels to continue to fish in each other's waters.
Irish mackerel fishermen, according to the European Commission, will only be allowed access to half the mackerel they would normally fish in Norwegian waters.
Also of concern are a proposed 30% cut in Ireland's prawn quota, a 30% cut in Celtic sea cod, and a 25% decrease in herring off the west and northwest coasts.
