Figures from the Central Statistics Office show that Wicklow and Tallaght had the longest waiting times at 13 weeks, with Sligo and Ballina shortest at six weeks.
The figures are contained in a report which brings together a wide range of statistics in the transport sector.
The report also shows that more than 835,000 NCT tests were carried out in 2008 with 94% of the vehicles passing the test.
Almost 52% of vehicles passed on the first test, while 42% of vehicles passed following re-testing.
The report also shows that the number of vehicles on the roads increased by more than 50% from 2000 to 2008, while the distances travelled by these vehicles increased by 42%.
