Department of Finance officials and union leaders are holding talks over the reform and modernisation of the public sector.
Employers in the public sector are seeking changes such as greater flexibility in redeploying staff.
A spokesman for IMPACT said little progress is likely to be made on agreeing reforms unless it is in the context of a guarantee on pay.
Dialogue will continue, the spokesperson added.
