Towards a New Green Deal, the plan by the Sustainable Development Council Comhar, focuses on infrastructure, energy, financing and job creation.
The central focus of this plan is to avoid the cycle of boom and bust by basing an economic development plan on the principles of sustainability and environmental protection.
It follows extensive consultation with business, public sector and environmental groups and will be presented to Environment Minister John Gormley this morning by the head of Comhar, Professor Frank Convery.
It is expected 'Towards a Green New Deal' will, in the main, focus on green infrastructure, renewable energy, retrofitting existing housing stock and methods of green financing to promote job creation.
According to Professor Convery, Ireland's recession is an opportunity to move the economy onto a low-carbon, high-energy-efficiency direction - a trend already taking place in Britain and the US, and one which will only intensify.
