Minister for the Environment John Gormley has launched new planning guidelines that could see land currently marked for development rezoned.
Speaking in Athlone where his party's TDs and Senators are meeting ahead of the Dáil term, Mr Gormley said that there was an oversupply of development land.
He insisted it was wrong to argue, as some developers had, that there was a shortage.
Under the new guidelines, local authorities will be obliged to vary their development plans to take account of changed circumstances.
They will have to show a clear population demand and demonstrate the availability of essential services.
