The blast occurred at a house belonging to the parents of a PSNI officer.
The Real IRA has claimed responsibility for the attack.
Police said a car was damaged in the explosion but there were no injuries.
A second device was made safe outside the home of the police officer's sister in Kylemore Park.
Several people were forced to leave their homes after that device was discovered at around 7.30am.
PSNI Chief Superintendent Steven Martin said the two devices had the potential to kill.
