Another 62 people were injured in the explosions.
Police in the northern town of Tal Afar said that in the first attack, a suicide bomber detonated an explosives vest outside a house used as a court annexe to interrogate suspects in 'terrorist attacks'.
The second blast followed as people gathered to respond to the first blast, police said.
In Baghdad, seven people were killed and 20 were injured in a twin bombing in a market in Sadr City. Police said both bombs had been placed in rubbish piles in the popular market area.
Yesterday, at least 12 people were killed near a Shia mosque in the city of Mosul in two car bomb blasts.
