Eamon Gilmore said there was a strong mood in the country to see Fianna Fáil out of government.
Mr Gilmore was speaking in Dublin at a pre-election event where he and some of Labour's candidates for the local and European elections showed 'red cards' to the Government.
He said the elections on 5 June would be a referendum on the Government's performance.
Mr Gilmore said the Government had been elected two years ago on a set of promises which they have not delivered on, and many people who voted for them now want them out of office.
He added that the election will also be about the alternative the Labour party is offering to the electorate.
