An Irish director of a UN agency in Gaza says collective political failure in the region has delayed reconstruction projects.

John Ging, Director of UN Relief and Works Agency in Gaza, told the Oireachtas Foreign Affairs Committee that there was still inadequate access to Gaza leaving residents without aid, food and clothes.

He said the 1.5m people in Gaza were deprived of their livelihood and there was no effective rule of law to restore their rights and security.

At least 1,330 Palestinians and 13 Israelis died during the 22-day conflict in December and January.

The fighting ended when both Israel and Hamas called separate ceasefires on 18 January.
