The new laws will see cigarette advertising displays removed from public view in shops and placed under the counter out of sight.
Cigarette vending machines will also in future be restricted to over 18s.
Northern Ireland Health Minister Michael McGimpsey said the new laws were designed to remove the temptation to smoke from young people.
Some retailers are unhappy with aspects of the legislation, which they say will cost them £5,000 each to introduce.
The new laws are expected to come into force in Northern Ireland next year but retailers want the legislation put back to 2013, which would be in line with England and Wales.
