It follows a recommendation in the report from The Patient Safety Commission published last August.
Minister for Health Mary Harney said the system will establish mandatory standards which will be legally required for all health facilities.
The system is likely to come into force during 2010 and 2011.
Elsewhere, from this March health staff will be protected from being penalised for reporting concerns about patient care.
This comes under provisions signed into law under the Health Act 2007.
