Overall, the survey has found that Ireland's towns are getting cleaner.
A record number of Irish towns - two-thirds - have been classified as 'litter-free', IBAL says.
When the Anti-Litter League was first drawn up by IBAL seven years ago, 60% of Irish towns were classified as litter blackspots.
But now 36 out of the 55 largest towns are considered clean to European norms.
Top of the list are Cavan, Dungarvan, Fermoy, Howth and Sligo.
Both Cavan and Sligo were named litter blackspots in that first study.
But three towns are still considered seriously littered.
Bottom of the league are Cobh, Tullamore and Bray - all branded 'seriously littered'.
IBAL's next big focus is on chewing gum; it is calling for biodegradable gum so that streets will no longer be littered with gum that stays forever.
