The rise is less than had been anticipated as gas prices on world markets have fallen in recent months.
Gas prices increased by 20% in September and, in discussions with the regulator, Bord Gáis sought a rise of up to 38% due to a surge in world gas prices.
However, the energy regulator decided to split the increase between two price hikes.
World gas prices have since fallen by almost one quarter.
As a result, Bord Gáis has applied for a lower increase than expected.
It will be up to the regulator to decide whether to sanction the rise.
Any change in price would take effect from 1 January.
