Speaking at Stormont, Mr McGuinness said that despite ongoing discussions between Sinn Féin and the Democratic Unionist Party (DUP) there is still not agreement on a number of key issues including devolution of policing and justice.

Mr McGuinness said efforts to agree an agenda had not succeeded and no progress has been made.

However, he said he believes that Friday's meeting of the North-South Ministerial Council could still go ahead.

The Executive has not met for more than three months in a wrangle with the DUP over devolution of policing powers to a local minister.
