Fáilte Ireland has welcomed a call for the regulation of bed and breakfast accommodation, but said more radical action was needed.
The Town & Country Homes Association, which represents more than 1,000 B&Bs, called for compulsory licensing and the introduction of a quality grading scheme, which exists for hotels.
Fáilte Ireland said more significant change was needed in the sector.
It has established a working group to develop a strategy for the sector. The group's final report is expected in November.
