The Immigrant Council of Ireland has decided to lodge an official complaint with An Garda Siochana regarding an Irish Independent article written by Kevin Myers.
The ICI is questioning whether the article is in breach of the Prohibition of Incitement to Hatred Act.
The article, titled 'Africa is giving nothing to anyone - apart from AIDS' was published on July 10.
The ICI says it will also lodge a complaint with the National Consultative Committee on Racism and Interculturalism.
