They say the HSE's freeze on recruitment has left 2,700 posts unfilled, is affecting patient services, and is preventing the implementation of improved facilities.
Since May, IMPACT members have refused to cover posts left vacant by the HSE recruitment freeze.
They have also withdrawn co-operation with HSE advisors and their transformation programme, and have blocked non-emergency overtime and out-of-hours work.
From this Monday, they will also withdraw co-operation from reporting procedures - including collection and delivery of statistics on topics including budgets, hospital and emergency department activity, absenteeism and employment control.
IMPACT says that this type of action will focus the current dispute on the HSE at corporate level, while minimising the effect on patients.
The union's National Secretary for Health and Welfare, Kevin Callinan, said this escalation would effectively starve the HSE of the information it uses to make cuts in services.
IMPACT health workers will also stage a nationwide lunchtime protest against health service cutbacks next Wednesday at 27 locations around the country.
However, the union stressed that this protest would not affect patient services.
