New figures show the decline in housing construction will continue into next year despite hopes of a recovery.
The Irish Home Builders Association has said 37,000 new homes will be built in 2009, down from 45,000 this year.
It added that there had been a significant drop in developer-led schemes and in the medium-term there will be demand for 60,000 houses.
It also said that the main sources of uncertainty in the housing market, stamp duty and mortgage interest relief, had been addressed and fears of more interest rate rises were dispelled.
