The Irish section of human rights group Amnesty International has called for the establishment of a special Ministry for Human Rights.
The call is contained in a report released today. It states that legislation for a right to housing and a right to health should be the first priority for the Government.
The group also says Ireland has failed to incorporate key human rights treaties into domestic law.
It believes that the adoption of a human rights framework to address issues such as health, housing and discrimination is in the social and economic interest of the country.
