The Minister for the Environment, John Gormley, is expected to outline his plans to reform Seanad elections tomorrow.

It is expected he will suggest that anyone with a 3rd level degree from an Irish college be allowed vote.

At present only those with a degree from a NUI university and Trinity College Dublin are allowed vote.
