The new guidelines would also mean developers have to reduce the percentage of one bedroom apartments, provide children's play areas, and storage space.
The new standards are designed to make city apartments more attractive to families.
But the Construction Industry Federation say the rules will mean higher prices unless the council also permits higher rise and higher density development.
The guidelines now have to go for a four-week public consultation period but 31 submissions have already been received.
They are due to be formally ratified by councillors in two month's time.
