The developer Sean Dunne is applying for permission to build a 37-storey tower in Ballsbridge in Dublin.
The 132m building would be built on a seven-acre site currently occupied by Jurys and the Berkley Court Hotel.
In June, Dublin City Councilors rejected a local area plan for Ballsbridge, which would allow high rise developments up to 20 storeys.
In a statement, Mr Dunne described buildings like Jurys as outmoded and ugly. He said the proposals for this site would begin the development of Ballsbridge for the 21st century.
But local residents say they do not accept that this is the way forward. The 16 residents group in the area said that allowing this development to go ahead would make a mockery of the planning process.
The plans will be on display to the public in Berkley Court hotel until Sunday and people who are opposed to the proposal five weeks to lodge their objections.
