Hamas has described the visit by Condoleezza Rice and Robert Gates to the Middle East as a waste of time.

The US Secretary of State and Defence Secretary arrived in Egypt this morning on the first stage of a tour that will also see them visit Saudi Arabia.

A Hamas spokesperson said the Islamist movement did not believe the trip was in the interest of Palestinians.

Ms Rice and Mr Gates arrive with promises of weapons for allies in the Middle East, claiming it will help counter al-Qaeda, Hezbollah, Syria and Iran.

The US is seeking more Arab help in stabilising Iraq but dismissed suggestions that arms worth tens of billions of dollars were a quid pro quo to get that assistance.

Yesterday, the US announced a proposed €9.5bn military aid deal with Egypt and a nearly €22bn defence package for Israel along with plans to provide such aid to Saudi Arabia and Gulf states.

Advance word of the announcement prompted an angry reply from Iran.

Its Foreign Ministry accused the US of seeking to create fear and divisions in the Middle East.

US officials say Washington is just striving to assure its Gulf allies, concerned by the growing strength of Iran and the war in Iraq, that it is committed to the region and will stand by them.

However, Iran claims the US was trying to create a fake arms race in order to make their big arms companies survive.

Iran rejects allegations that it wants to build atomic weapons, saying its nuclear programme is peaceful.

A senior US defence official said the administration hoped to present the planned Gulf arms deal to the US Congress for approval in the autumn.

The Saudi package would upgrade its missile defences and air force and increase its naval capabilities.
