The plan, which would also more than halve the percentage of one-bedroom units allowed in each development, will now go for a four-week public consultation period.
The Construction Industry Federation has criticised the draft guidelines, saying they would drive development out of the city.
City council officials say the guidelines are needed to encourage more families to live in apartments.
Following a vote of approval yesterday evening the guidelines are due to come back before the city council in July for final approval.
