The US Department of Defence has sent Congress the draft of a new 238-page manual for the trying of detainees held at Guantanamo Bay in Cuba.
The new rules would allow terrorism suspects to be imprisoned on the basis of hearsay or coerced testimony - if a judge ruled that the evidence was credible.
The draft follows new legislation establishing military commissions to try what the US calls unlawful combatants.
Despite objections from human rights organisations, a senior Pentagon lawyer, Daniel Dell'Orto, said the rules were fair.
