Panels from the Riverpoint construction site have blown onto Howleys Quay and the road has been closed.
Lower Mallow Street has also been closed as a precaution.
Motorists are being advised that there is no access to the Condell Bridge from the city centre, and no access to Henry Street or Howleys Quay from the bridge itself.
Diversions are likely to stay in place until 9pm.
Bad weather conditions have also resulted in big traffic delays in Dublin city centre.
There are also reports of flooding in Ennis, Co Clare, and the Lee Road in Cork city remains close.
Gale force winds have been battering the country but forecasters say the winds are not as strong as those that knocked out power supplies and caused flooding and structural damage at the weekend.
AA Roadwatch has issued an appeal to motorists to take extra care on the roads because of the winds and flooding, with Leinster and south Munster the worst hit areas.
Ferries, DART, Luas affected
Ferry services out of Dublin and Rosslare ports have been cancelled because of the winds.
Winds of up to 120km/h have stranded three Irish Ferries vessels.
All its Jonathan Swift sailings on the Dublin to Holyhead route have been cancelled today, as have all the HSS Stena Explorer sailings on the Dún Laoghaire to Holyhead route.

There have been some delays to flights at Dublin Airport.
The strong winds and heavy rain are expected to continue in most areas for the next few days, with the south and east of the country expected to be worst affected.
Overnight frost on Saturday night will be followed on Sunday by extremely wet and windy weather with southwest winds likely to gust up to 100km/h or more.
There were no DART trains operating between Bray and Greystones stations in Co Wicklow earlier today because of an overhead line fault. Services have now returned to normal.
However, Luas Green Line services are only running between Sandyford and Beechwood due to a signalling fault. Tickets are valid on Dublin Bus.
