Former lobbyist Frank Dunlop claims he had control over 'certain elements' in Dublin County Council while he was trying to develop the racecourse lands in Baldoyle.

Former lobbyist Frank Dunlop claims he had control over 'certain elements' in Dublin County Council while he was trying to develop the racecourse lands in Baldoyle.

Mr Dunlop told the Mahon Tribunal that he wrote the motion which was proposed by Independent councillor John O'Halloran in an attempt to get re-zoning for the 400 acres in 1993.

He said he also drafted the letter of reply from council chairwoman Therese Ridge.

Mr Dunlop said Mr O'Halloran's motion succeeded in stalling a decision by councillors to retain the lands as Green Belt.

He admitted that councillors from the Labour Party, Progressive Democrats and the Workers Party stormed out of the council in protest when the motion was allowed onto the agenda.

He said it was a regular procedure for him to produce draft documents for councillors to sign as it was for the late Liam Lawlor.

And under questioning Mr Dunlop said he controlled certain elements of the county council.

The Tribunal has heard that attempts to re-zone the Baldoyle lands were ultimately unsuccessful despite Mr Dunlop's claim to have paid bribes to seven councillors including Mr O Halloran.
