Engineer says former Taoiseach attended meetings

The Mahon Tribunal has heard that the late Charles Haughey attended a meeting with planners during attempts to rezone the Baldoyle Racecourse lands.

Kevin O'Donnell, chief engineer with Dublin County Council, said Mr Haughey attended the meeting in the early 1970s with landowner John Byrne but did not speak.

And on another occasion he said Mr Haughey viewed the lands during a drive with Mr O'Donnell and asked a few 'perfunctory' questions.

But Mr O'Donnell said the 500 acres were not suitable for housing because of a lack of water and sewage facilities and a risk of flooding.

Earlier, the late Liam Lawlor's former secretary, Joan Clarke, testified that she typed up letters by Mr Lawlor purporting to be representations to Dublin County Council from the landowner Mr Byrne.

The tribunal has heard that Mr Byrne appeared to allow Mr Lawlor to act on his behalf and did succeed in getting permission to develop a 100-acre portion of the lands in 1990.
