Jim Fay told the Mahon Tribunal that he reported the incident to the gardaí in the 1980s in relation to a development at Blanchardstown in Dublin but no one listened.
He claims one of his employees told him that his appeal would not 'travel' unless he paid £5,000 of his £11,000 fee in cash.
Mr Fay claims he paid the money through this individual and his fee was officially reduced, with planning permission coming through within days.
He also claimed that a constituent was required to hire a particular auctioneer and pay £5,000 to a county council official before he got planning permission.
