The Tribunal heard today that the land at Balheary remained zoned for agriculture and high amenity despite three attempts to get it rezoned for housing between 1991 and 1995.
Mr Dunlop was hired by builder Joe Tiernan on the agreement that he would be paid £100,000 only after rezoning was secured.
Mr Tiernan and the Christian Brothers also had an agreement to split the profits of rezoning at a ratio depending on what price per acre they achieved.
Mr Dunlop says he paid £1,000 each to four councillors: Tony Fox and the late Cyril Gallagher of Fianna Fail; Liam T Cosgrave and the late Tom Hand of Fine Gael.
Opening the module Henry Murphy SC said both Mr Fox and Mr Cosgrave denied the allegations while Mr Gallagher and Mr Hand died before hearing Mr Dunlop's claims.
Mr Dunlop says neither the Christian Brothers nor Mr Tiernan knew that he had paid the bribes.
Dublin Airport
A Dublin solicitor has told the Mahon Tribunal he was 'startled' at suggestions he paid Mr Dunlop from profits of rezoned land near Dublin Airport.
Gerald Kean said he was hired by the three owners of the Courtyard Restaurant in Donnybrook to purchase part of Cloghran land in 1989.
Mr Kean also handled the sale of the 18 acres after rezoning in 1996 which realised a stated profit of nearly £1.4 million.
But he denied a suggestion by one of the landowners, Tom Williams, that he had made payments to Frank Dunlop after the sale.
Mr Kean said he had never heard Mr Dunlop's name until years after those files were closed.
He said the lands were held in trust at the request of the landowners as they did not want to be identified pending tax advice.

Chairman of the Tribunal, Mr Justice Alan Mahon also said today that only The Irish Times editor, Geraldine Kennedy, and correspondent, Colm Keena, can help identify the source of a leak about payments to the Taoiseach, Bertie Ahern.
Mr Justice Mahon said today that the tribunal's inquiry has found no evidence to suggest the unauthorised disclosure came from the Tribunal staff.
He also said there had been no response to an appeal for information from members of the Oireachtas.
He said the Tribunal has consequently suspended its inquiry pending a High Court application to compel Ms Kennedy and Mr Keena to disclose the source.
