Michael McDowell set up the group because he said the scales of justice may have tilted too far away from the victim in favour of the accused.
The expert review group, chaired by senior counsel Gerard Hogan, comprises three legal experts, civil servants from the Department of Justice, a representative of the office of the DPP and the Attorney General and former Minister for Justice Nora Owen.
Victim support and civil liberty organisations have criticised Mr MCDowell for what they describe as no explicit representation of the voice of the victim on the review group.
Mairead Fernane, Chairperson of the Federation of Victim Assistance, says there is no one on the board who can explain what crime did to them.
