Deputy Sargent visited the terminal site earlier this week and strongly criticised the Marine and Natural Resources Minister, Noel Dempsey, for not taking a more active role in trying to bring about a resolution to the dispute.
He also called on Shell to drop compulsory acquisition orders it has on the route of the planned pipeline.
He said this should be done as a gesture of goodwill since the company intends to alter the route to take the pipeline further away from houses in the Rossport area.
Earlier, there was a further protest march by members of the Shell to Sea campaign at the terminal site.
Members of the Shell to Sea campaign heckled and shouted abuse at a convoy of vehicles taking workers to the terminal.
The convoy succeeded in making its way to the main entrance without encountering the kind of sit-down protests which took place last week.
A small force of gardaí escorted the protest march as it made its way towards the main entrance.
