The Mental Health Commission has expressed major concerns about the quality of services provided for patients with severe and long-term mental illness.

In its annual report, it says there is an absence of management accountability as well as inadequate staffing for all multi-disciplinary teams.

It also criticises the policy of discharging patients from institutions to community residences, saying it is often an exercise in relocation, not more appropriate treatment.
